Prime Minister Justin Trudeau announced on Wednesday that unvaccinated federal workers will be placed on unpaid leave. And that COVID-19 shots will be required for air, train, and ship passengers. This is part of one of the world’s strongest vaccine mandate rules.

Why Canada Imposed Vaccine Mandate on Federal Workers

By October 29, this year, federal workers must declare their full immunization status through an online portal. Workers and passengers aged 12 and above on federally controlled trains, planes. And marine transport operating domestically must provide proof of vaccination by October 30.

“These travel restrictions, together with the requirement that federal employees be vaccinated, are among the most stringent in the world. You deserve the freedom to be free of COVID if you’ve done the right thing and gotten vaccinated,” Trudeau said.

Moreover, according to the Treasury Board, which supervises the public sector, there are nearly 300 000 federal workers. And 955 000 federally regulated jobs, accounting for about 8% of Canada’s full-time employment.

Furthermore, Trudeau’s new vaccine mandates were a campaign promise he made during his re-election campaign last month. In a closely contested election, the Liberals regained power but fell short of a majority.

More than 80% of Canada’s eligible population aged 12 and up has been properly vaccinated.

The United States, Canada’s southern neighbor, announced this month that most federal workers must be completely vaccinated against COVID-19. The federal employees are supposed to be vaccinated by November 22 and federal contractors by December 8.

The US government is also working on regulations that would force large firms to have their employees immunized weekly.

In addition, vaccine requirements for government employees have also been pursued in certain other nations. In August Fiji ordered state employees who had not been vaccinated to take leave. They would lose their jobs if they were not immunized by November.

All Italian workers will be required to show proof of vaccination, a negative test, or a recent recovery from this infection.

Concerns on Implementation on Workers

The PSAC which represents 215 000 federal employees said that while the union supports the government’s vaccination stance. The policy was set out without proper consultation.

However, the union was given a draft late on Friday, said Chris Aylward, The Public Service Alliance of Canada, (PSAC) president.

The National  Airlines of Canada, which represents the country’s major air carriers, said it welcomed the rules. But instantly needed to engage with officials about implementation.

Members of the Royal Canadian Mounted Police Federation, which shows the nearly 20 000 RMCP employees had no immediate comment.

For travelers, a negative COVID-19 test will not be accepted as a replacement for proof of vaccination after November 30, officials said. Also, children under the age of 12 who’re not allowed for vaccination will be excluded from the travel mandate.
